Reporting PayPal scams and response

PayPal seems to intentionally make it almost impossible to contact them with a problem. I have ben getting scams about money transfers and fake purchases. I have tried to forward these to them at their site and constantly receive the message that there is a problem. I have even tried to contact them by phone and e-mail with negative results. They want your cc number for verification. Why in HELL would I give my cc information on line to them when there is a scam that wants that number. Below is an example of chrap I receive because of PayPay.

Hello,

You asked us to transfer $2500.00 USD from PayPal to CHINA TECH INC., and we’re processing it now. It usually takes 1-2 business days for transfers like this to go through.
