Can I file small claims?

First off, great site! Excellent work…anyhow, I live in California and want to know if I can file a small claim against Paypal. Long story short, a buyer from Brazil bought supplements off my private site in the amount of $215.88 and paid with Paypal. Awhile later, without ever notifying me first about the situation, the buyer filed a dispute saying he didnt receive his order and froze the funds. At first I answered the complaint by stating that I did indeed send the order and told Paypal to check the tracking info they had on the very same page where I wrote my complaint. I didnt actually type the tracking # down since it was already in the tracker section of Paypal. Well I guess they didnt bother checking to see if there was tracking because I lost the case. I then appealed. This ttime typing the actual tracking # in the appeal. I won. But here is the kicker. Since I lost the first initial part of the complaint process, the money was given back to the buyer and I was told to email the buyer and ask for my money back!!! Huh? Well I did and needless to say, he never responded. I kept emailing paypal telling them he isn’t responding and all they did was send me cookie cutter messages telling me to contact the buyer. Can I sue them on small claims for the money from the sale? I have all emails pertinent to this issue.
