False paypal unauthorized payment claim

Khalid Almaktoum purchased an iPad 64 GB from my iOffer.com account on September 4, 2012 and he paid $1100 USD through Paypal to my account. On September 5, 2012, Khalid Almaktoum filed a compliant to Paypal, about unauthorized payment. Paypal then asking me to provide the proof of the shipment and a tracking info so I’ll send them the tracking number and they do the review of my case and after the review and paypal refunded $1100 USD to Khalid Almaktoum on September 15, 2012 without my consent. Paypal claimed that they have notified me regarding the refund through email. However, I did not receive any email regarding the refund. Khalid Almaktoum had receieved the iPad on September 10, 2012. It was successfully delivered by Fedex with tracking number 514199898797. This is clearly fraud by Khalid Almaktoum as he paid for the item on September 4, 2012 and filed a complaint with Paypal on September 5, 2012 to reclaim his money back. Now Khalid Almaktoum has both the iPad and the money that was used to purchase the iPad. Paypal refuses to investigate further on the matters as Paypal claims that I do not have protection by Paypal because I was using iOffer.com auction site instead of eBay.com. The Paypal repersentative suggusted me to file a complaint through www.ic3.gov. and I already did file a complaint to the ic3.com and hope that you can help me recover my $1100 USD back. so beside the ic3.com whereslse can I file a complaint to so I hope that you can provide me with the info thank you.

    you can file with the BBB, your attorney general, congress and senate reps, department of justice, FTC, SEC, NCLC, NW3c to name a few. Good luck!

    Next time wait more than 48 hours to ship such an expensive item to allow Paypal staff to review the payment and check if it’s made by the paypal account/credit card owner. In this case the “buyer” is probably a spoofer, who took someone else paypal or credit card details. Did you check the address of the buyer online? Did you call him before shipping the goods? It’s not that simple to sell such an expensive items hassle free.

    Your complaints will lead nowhere if you target them at Paypal. Focus on finding as much info as you can on the real buyer, you’ll quickly understand if it is Khalid Almaktoum or someone else. Then file a complaint against this person.
