Buyer gets money back and keeps item

For the second time in 5 years PayPal has ripped me off. In 2007 I sold a light that had never been installed, only sat on a shelf, to a man via eBay who wanted to re-sell it for a profit. He saw multiple pictures of the item which was exactly as described and he bought it. After he received it he complained to PayPal that it was not as described and they refunded his full purchase price plus shipping and he sold the light for a profit. Now they are doing the same thing again. I sold a statue to a woman in Florida for $10 and I charged her $3.95 for shipping. When I went to Pak-and-Mail I was charged $19 to ship the statue!!! THEY packed it! and when it arrived she claimed the head was broken so PayPal gave her a full refund! Now I have no statue AND I’m out $19! I know it’s not a lot of money for some but for me it is and I would like it back or at least my statue back. Paypal is not responding to my emails and when I get them on the phone they just tell me case closed with no appeal. How can this be? She should have to ship the statue back before she received the refund. That makes sense to everyone except paypal.
